Abstract
While data use promotes industrial upgrading and creates new values, it also causes many moral risks, such as algorithm discrimination, seamless monitoring and privacy invasion. In order to resolve these crises, various countries have initially established some ethical principles and frameworks in this field. Itβs time to move from principles and frameworks to ethical data use practices. But integrating the principles of AI ethical framework into the public governance system without discrimination may cause excessive constraints on the use of data especially by enterprises, so as to inhibit the creative production of data value by various subjects and hinder the orderly development of digital economy. This study constructs a most general moral principle in the digital era with the purpose of maintaining environmental competence for data use. With this moral principle, legislators and public policy makers may find a way to guide the data use behavior of enterprises and public institutions towards the direction of human prosperity, and well balance the order and freedom.
