The Development of an IoT Standard Package for Carinthian Municipalities

Abstract

While urban digitalization is constantly progressing as part of smart city initiatives, digitalization projects on a municipal level are being implemented only sporadically. At the same time, new technologies, such as the Internet of Things (IoT), offer possibilities to improve the efficiency of communal infrastructure management.

This paper explicitly focuses on IoT needs within municipalities in the Austrian state of Carinthia, elaborated in the master thesis: “The development of an IoT standard package for Carinthian municipalities”. Based on the legally defined responsibilities of communes, current IoT needs have been assessed empirically in the form of an online survey. In addition, a problem-centered interview with a Carinthian municipal pioneer for digitalization provides empirical values gained from implemented IoT pilot projects. An expert interview with the digitalization officer of all 132 Carinthian municipalities provides an overarching perspective of the current state and future development potential.

Based on the research outcome, a standard IoT package has been developed consisting of IoT use cases that can significantly support the most expensive and management-intensive tasks identified. Market research shows that two network technologies are currently emerging for municipal framework conditions. Furthermore, key challenges arising at the forefront of digitalization projects have been determined.
