Abstract
Electric power sector as a key component of critical infrastructures (CIs) which are essential for our modern socio-economic activities, are considered particularly important as stipulated in the Cybersecurity Basic Act in Japan. The trend of increasing cybersecurity risks in the electric power sector is accelerating, and at the same time, changes in industrial structure and the introduction of various new technologies related to automation and remote control will make it difficult to ensure the effectiveness of cybersecurity in the sector. As potential risks in the greater metropolitan areas in Japan with rapid increase in power failure sensitivity are emerging, the stakeholders of the electric power sector should establish a cross-sector incident response framework and regional interoperable collaboration scheme among CI providers in the areas such as Tokyo, Osaka, Nagoya supported by the government and its agencies.
