Abstract

The paper explores learning processes of employee’s in public services related to digital transformation. The learnings processes are described based on the employee’s own experiences of their work practices. Learning and knowledge are related in the context of language, community, and culture used in the public services, and takes place through an interaction between the employee’s and use of welfare technology. Learning theory of social constructivism is used to promote the understanding of employee’s own learning outcome. Qualitative research methods are used in providing rich description of these learning processes. The results shows that there is a need to develop a strategy for digital competence to handle digital transformation in public sector, which can contribute to develop the services in the future.
