Abstract
The post-earthquake reconstruction of the small-town centers included in the “seismic crater” of Abruzzo (Italy) in 2009, affected by one of the most serious natural disaster in the recent Italian history, was managed through various phases, involving the typical cognitive, evaluative and decision-making functions of appraisal and valuation. This paper presents the latter, which deals with the planning of the reconstruction works, a decision-making process that involves the whole cognitive spectrum of the ontology, epistemology and praxeology of the human, urban and social capital. With reference to the case study of a small-town center, the proposed space-time multi-prospect model is structured in two different approaches: the first, static, takes into account the attributes as defined upstream; the second, dynamic, takes into account the changing conditions that occur year after year as the reconstruction progresses, changing the topography of the attractors. In the planning phase, the value of the spatial characteristics of the individual units targeted for funding was identified and characterised; in the concertation phase, the building aggregates worthy of intervention were identified and mapped; in the decision phase, the preference system was redefined by creating multiple scenarios with a view to the final optimisation of the public funding programme.
