Abstract
The uncertainty decision-making method is discussed in the paper. Pointing out the shortage of existing rule when decision information is incomplete, putting forward the colligation rule and the conception of unitary operator, the proof is given that the operator is in existence. It is an important tool when we transfer the frame of belief to the probability structure. Finally, a numerical example is given to illustrate the use of the calculation methods.
