Abstract

The paper conducts a research on USRC (USRC), in which an evaluation index system and evaluation model of USRC is constructed. USRC consists of four aspects, i.e., science research input, transformation efficiency, science research management and science research output. The approach adopted in the paper is a quantitative technique based on use of fuzzy comprehensive evaluation. In the end, a case is pulled into to make a dynamic evaluation of USRC for 3 years combined lengthways evaluation with transverse evaluation and illustrate the feasibility of the methodology from the empirical perspective.
