Abstract
Industry policy is usually a tool to promote the growth and efficiency of countries overall economy, in particular, to promote "specific growth of industryā€¯. Generally speaking, it allocates the funds, talented people, regulations, and consider how to stimulate the usage from the demand side, and how to accelerate the development of the industry from the supply side. In this paper, the change of the industry policy is described based on the ICT(information and Communications Technology) industrial competitive advantage migration. The goal of the paper is delivering a few points on how industry policy shaping global competitiveness from a technology-driven era to a user-driven era. The differences of the policy focus will be the key discussion.
