Zusammenfassung
Geht man der Frage nach, ob die Informationstechnologie eine positive Rolle in dem angestrebten Entwicklungsprozeß der Dritten Welt spielen kann, stellt sich bald die Aufgabe, Beispiele für einen entwicklungsfördernden Einsatz dieser Technologie zu finden. Dazu ist als erstes zu klären, was unter dem Begriff „Entwicklung“ zu verstehen ist. Dies geschieht oft durch die von niemandem zu bestreitende, aber zu kurz greifende Aussage, Entwicklung sei an der Befriedigung elementarer Grundbedürfnisse zu messen. So stellt z. B. Olu Longe fest:
„The basic ingredients of national development include education, employment, health, food and housing.“
