Abstract

The outlines of a method of system analysis and design particularly oriented to the problems of Public Administration Organizational Systems are presented. This method consider a system, at any level of abstraction, as composed by autonomous interacting processes and builds system models by means of Superposed Automata Nets, a subclass of Predicate Transition Nets.

In the system model the autonomy of each process and the interactions among processes are emphasized.

The organization is designed in several steps starting from the definition of the behaviour of the organization to be modelled (remodelled) up to its system architecture.

Since the net model of each level is not derived from the previous one, but it is constructed on the basis of some design choices in such a way that it satisfies the behavioural constraints defined by the previous one, the correctness of each step has to be verified by means of the observation equivalence notion, introduced by R. Milner for CCS.

The method is presented via the discussion of the problem study two.

The emphasis is placed on the contractual aspects in the system design process and on the observation equivalence between functional architecture and system architecture.
