Abstract
The first part of the paper states general observations of system development with respect to the problems and needs of IT industry, especially of small and medium enterprises (SMEs). In the second part the need for integration of technical and organizational development processes will be analysed. The final part describes the possibilities of combining project management and activity management and presents a formal model for integrated system development which can be used as an alternative approach and promises closer relation between management, development team and customer.
