Abstract
In discussing the operationalization of sustainability as a concept two tendencies can, at present, be observed: the dependence of sustainability maxims on their presumed or actual acceptance and their relationship to integrative modeling based on empirical research. In contrast, this contribution is based on the assumption that the problems of implementing sustainability are (at least or also) caused by divergent normative conceptions in society and by the problems of legitimization that arise out of them. Coping with these conflicts requires explicit normative reflection and the appropriate decision-making procedures, which can, in fact, be supported and advised – but not replaced – by empirical research.
Zusammenfassung
In den Debatten um eine Operationalisierung des Nachhaltigkeits-Konzepts lassen sich gegenwärtig zwei Tendenzen beobachten: Die Ausrichtung der Nachhaltigkeits-Maximen auf eine unterstellte oder erhobene Akzeptanz einerseits, die Bezugnahme auf die Bildung integrativer Modelle unter Heranziehung von empirischer Forschung andererseits. Im Gegensatz zu diesen Tendenzen wird im Folgenden von der Annahme ausgegangen, dass die Probleme, die bei der Umsetzung des Nachhaltigkeits-Konzepts deutlich werden, durch divergierende normative Überzeugungen in der Gesellschaft und die daraus sich ergebenden Legitimationsprobleme zumindest mitverursacht sind. Die Behebung solcher Konfliktlagen erfordert deren ausdrücklich normative Reflexion und die Bestimmung angemessener Entscheidungs-Prozeduren. Empirische Forschung vermag diese Prozesse allenthalben zu unterstützen, jedoch nicht zu ersetzen.
Résumé
Dans le débat sur le devenir opérationnel du concept de durabilité, on observe actuellement deux tendances: l'orientation des principes de durabilité sur leur acceptation présumée ou réelle, et la relation particulière aux modèles intégrateurs basés sur la recherche empirique. Dans une optique opposée, la présente contribution se fonde sur l'hypothèse que les problèmes liés à la capacité de rendre opérationnel le concept de durabilité sont (au moins aussi) provoqués par des conceptions normatives différentes dans la société et par les problèmes de légitimation qui en résultent. Pour venir à bout de ces conflits, une réflexion normative explicite s'impose, de même que des procédures adéquates de prise de décision, qui peuvent effectivement être étayées et inspirées – mais non remplacées – par la recherche empirique.
