Abstract
In this paper, the notion of sustainability as a general regulative idea is distinguished from sustainable development as a more concrete concept leading to practical actions. After that, different economic meanings of sustainable development are discussed, and a concept of critical sustainability is proposed especially with respect to the problem of climate change. Maintaining critical crash barriers and bottlenecks presupposes, however, demanding, continuous improvements in energy efficiency.
After discussing problems of decision theory in cases of uncertainty, which is constitutive for climate change, the links between intragenerational and intergenerational justice are analyzed, and by using Barry's notion of justice and Goodin's concept of vulnerability, two possible positions of the general idea of fairness inherent in sustainable development are presented. We conclude by shortly sketching the notion of sufficiency as an additional supplementary sustainability strategy in cases where efficiency improvements based on innovation are less than sufficient for securing the (energetic) fundaments of economic activity and human life.
Zusammenfassung
In diesem Artikel wird das Konzept der "Nachhaltigkeit" als regulative Idee von einer "Nachhaltigen Entwicklung" als prinzipiell handlungsleitendem Begriff unterschieden. Daran anschließend werden verschiedene ökonomische Lesarten des Konzepts "Nachhaltige Entwicklung" erörtert, und vor allem im Hinblick auf das Problem Klimawandel wird ein Konzept kritischer Nachhaltigkeit vorgeschlagen. Die Beachtung kritischer Leitplanken und Engpässe erfordert anspruchsvolle, kontinuierliche Effizienzverbesserungsmaßnahmen im Energiebereich.
Nach einer Diskussion der entscheidungstheoretischen Fragen bei der Behandlung von Unsicherheit, die im Falle des Klimawandels konstitutiv ist, wird der Zusammenhang zwischen intra- und intergenerationaler Gerechtigkeit untersucht, und mit den Konzeptionen von Barry (Gerechtigkeit) und Goodin (Verwundbarkeit) werden zwei konkrete Begründungsansätze von Fairness vorgestellt. Zum Abschluss gehen wir auch kurz auf das Konzept der Suffizienz als einer ergänzenden Nachhaltigkeitsstrategie für den Fall ein, das innovationsinduzierte Effizienzsteigerungen nicht hinreichend zur Sicherung der (energetischen) Lebensgrundlagen sind.
Résumé
Cet article fait la distinction entre le concept de "durabilité" comme idée régulatrice et le "développement durable" comme notion pouvant diriger l'action. Sont ensuite exposées différentes approches économiques du concept de "développement durable"; en qui concerne notamment le problème du changement climatique, un concept de durabilité critique est proposé. Dans le domaine énergétique, la prise en compte de garde-fous critiques et de goulots d'étranglement exige des mesures ambitieuses et continues d'amélioration de l'efficacité.
Après une discussion sur les questions théoriques donnant matière à décisions dans le traitement des incertitudes constitutives du changement climatique, la relation entre l'équité intra-régionale et interrégionale est examinée, tandis que sont présentés avec les conceptions de Barry (équité) et de Goodin (vulnérabilité) deux éléments concrets permettant de fonder le concept de loyauté. En conclusion, nous abordons aussi brièvement le concept de suffisance en tant que stratégie de durabilité complémentaire, pour le cas où des hausses de l'efficacité induites par l'innovation ne suffiraient pas à garantir les bases (énergétiques) de l'existence.
