Abstract
In this paper, we propose a predictive scheme to generate reduced neighbor lists. In addition, we formulate a predictive association game. The game is designed to determine an optimal base station for maximum throughput and reduced handover frequency. Several simulation scenarios are set forth herein for analysis to show how our schemes improve performance in terms of throughput and handover frequency.
