Das Bundesverfassungsgericht forderte schon 2010 in einem Urteil eine Gesamtschau aller Überwachungsgesetze. Die neue Bundesregierung will daran anknüpfend nun eine Überwachungsgesamtrechnung auf den Weg bringen. Dieser Artikel macht Vorschläge für eine rasche und pragmatische Umsetzung.
