Zusammenfassung
Mit der Einführung von Kettenindizes in die amtliche Statistik hat sich das Problem ergeben, dass Langzeitreihen von Aggregaten nicht mehr additiv sind. Für die Volkswirtschaftlichen Gesamtrechnungen, die ihrer Natur nach auf den Operationen Addition und Subtraktion aufbauen, entsteht damit eine Inkonsistenz. Der Beitrag löst dieses Problem, indem er auf eine alte Unterscheidung von realwertorientierter und volumenorientierter Deflationierung zurückgreift und zeigt, dass die beiden Methoden sich nicht wie bisher angenommen ausschließen, sondern vereinen lassen und dann ein additives Deflationierungsverfahren ergeben. Als Beispiele werden die Bewegungen der Bruttowertschöpfung in den Wirtschaftszweigen Westdeutschlands 1970–1991 und in Deutschland 1991–2007 mit dem neuen Verfahren analysiert und verglichen.
Abstract
There are two ways of treating price change of value added in the national accounts, dubbed simple and double deflation. The official United Nations System of National Accounts recommends them both, basing the choice on practical considerations of data availability and reliability. But there is also a theoretical, even controversial argument involved in that one may attach a different meaning to each of the two methods.
The paper investigates these two meanings. Finding that the one method deals with the strictly monetary phenomenon of inflation, as measured by the general price level, while the other includes real price changes determined on the market of each commodity specifically, it reconciles both methods into one coherent way of accounting. Applying the combined method to periods 1970 to 1991 for West Germany, and 1991 to 2007 for Germany, the well-known development from a commodity to a service economy can be shown to result not only from a corresponding shift in output, but also from a significant transfer of value added from the old to the new industries through asymmetric changes in the terms of trade between their inputs and outputs.
