Zusammenfassung

Der Verkehrsträger Eisenbahn ist trotz seiner vielen Vorteile in seiner Wettbewerbsfähigkeit stark eingeschränkt durch eine Fragmentierung in Form von nationalen Regeln, nationalen Zulassungsverfahren und nationalen Produkten (Eisenbahnfahrzeuge und Signaltechnik). Die Hauptaufgaben der Europäischen Eisenbahnagentur (ERA) liegen auf der Sicherheit des Eisenbahnbetriebs, der Schaffung der Grundlagen für eine europaweite Interoperabilität sowie auf der Systemverantwortung für das europäische Zugsteuerungssystem ERTMS. Die zunehmende Digitalisierung von Prozessen und Produkten im Eisenbahnverkehr bringt in den genannten Bereichen weitere Herausforderungen mit sich. Das in der letzten Phase der Beschlussfassung in den EU-Gremien stehende ”Vierte Eisenbahnpaket“ wird der ERA wesentliche neue Kompetenzen, vor allem im Hinblick auf die Verbesserung der Zulassungsverfahren, geben. Damit kann die Europäische Eisenbahnagentur dazu beitragen, dass der einheitliche europäische Eisenbahnraum gerade im Zeitalter der Digitalisierung Wirklichkeit werden kann.

Abstract

Rail transport, despite many advantages, is subject to a competitive disadvantage due to the fragmentation of national rules, national authorization processes, and nationalized products (both rolling stock and signaling). The main tasks of the European Railway Agency (ERA) are safety of railway operation, the creation of the regulatory basis for interoperability in Europe, and the role of system authority for the European Rail Traffic Management System ERTMS. The increasing digitalization of processes and products in European rail traffic in these areas represents an additional challenge to the work of ERA. The so-called 4th Railway Package, which is in the final stages of becoming European law, will extend the scope of ERA with new competencies, first and foremost in view of a European authorization process for rail vehicles. With this, the European Railway Agency can contribute to making the Single European Railway Area (SERA) a reality in the age of digitalization.
