Zusammenfassung
Im Dezember 2007 hat die EU-Kommission einen Vorschlag zur Begrenzung der ab 2012 zulässigen Höchstwerte für die spezifischen CO2-Emissionen der neu zugelassenen Pkw veröffentlicht. Wesentliches Charakteristikum ist, dass die Emissionen pro Kilometer bei schweren Pkw gegenüber dem heutigen Stand überproportional stärker verringert werden müssen als bei leichten Fahrzeugen. Dieser Vorschlag steht unter heftiger Kritik, insbesondere aus Deutschland. Der vorliegende Beitrag zeigt, dass diese Kritik nicht zuletzt wegen der ungenügenden Transparenz und offenbar mangelhaften statistischen Fundierung des Vorschlags sehr berechtigt erscheint. Auf diese Weise werden insbesondere die bisherigen technologischen Leistungen der deutschen Hersteller verzerrt dargestellt.
Abstract
As part of its efforts to reach the targets of the Kyoto Protocol, the European Commission is currently considering a new directive to reduce the per-kilometer CO2 emissions of newly registered automobiles. This paper critically assesses this proposal with respect to its statistical foundation. We argue that the proposal’s underlying assumptions misrepresent the current state of automotive technology and therefore may overestimate the feasibility of achieving the suggested emissions targets. Alternative targets are consequently proposed that are argued to more accurately reflect the industry’s technological evolution to date.
