Microeconometrics and causality: the evaluation of active labour policies

Zusammenfassung

Mikroökonometrische Evaluationsstudien dienen dazu, die Wirkungen von politischen Maßnahmen, Reformen oder Politikänderungen im Hinblick auf bestimmte ökonomische Ziele auf der individuellen Ebene empirisch zu ermitteln. Sie haben inzwischen eine große Bedeutung in der Politikberatung erlangt, so insbesondere in der Arbeitsmarkt- und Sozialpolitik. Da zur empirischen Analyse meist nicht-experimentelle Daten verfügbar sind, werden zur Schätzung kausaler Effekte unterschiedliche mikroökonometrische Methoden verwendet, um das Problem der Selektionsverzerrung zu lösen. Die Anwendung dieser Methoden und die empirische Umsetzung wird anhand ausgewählter Studien aus der Arbeitsmarktpolitik gezeigt.

Abstract

The aim of microeconometric evaluation studies is the estimation of the effects of political measures and reforms on the individual level with regard to different economic objectives. Meanwhile empirical evaluation analyses are of high importance for actual policy advice, especially for labour market and social policy. Since generally non-experimental data sets are available for empirical studies different microeconometric methods are used to solve the problem of selection bias and to estimate causal effects. The application of the evaluation approaches and the empirical implementation are demonstrated with respect to selected empirical studies of labour market policy.
