Measuring the response burden of official statistical surveys for businesses

Abstract

The paper discusses the administrative burden for businesses caused by statistical reporting obligations in Germany and compares it to the overall and perceived burden. In particular, the development and the results of the so-called barometer of burdens for official statistics will be presented. This instrument can show how both legislative actions with regard to official statistics and short-term economic effects affect the level of administrative burdens.

Zusammenfassung

Im vorliegenden Beitrag wird die Belastung von Unternehmen durch statistische Erhebungen diskutiert und in den Kontext der bürokratischen Gesamtbelastung der deutschen Wirtschaft sowie der gefühlten Belastung gestellt. Insbesondere werden die Entwicklung und die Ergebnisse des so genannten Belastungsbarometers vorgestellt. Mit diesem Instrument kann gezeigt werden, wie Maßnahmen des Gesetzgebers im Bereich der amtlichen Statistik auf den Aufwand der Unternehmen wirken und welche Belastung sich aus Konjunkturschwankungen ergibt.
