Der Artikel diskutiert die statistischen Hürden bei der Erstellung von Mietspiegeln. Durch die eingführte Mietpreisbremse und die anstehende Novellierung des Gesetzes haben Mietspiegel an Bedeutung gewonnen. Der Artikel spiegelt die statistischen Voraussetzung wider, die ein Mietspiegel erfüllen sollte und gibt exemplarisch mit den Mietspiegeln aus Berlin, Hamburg, Freiburg und München ein Abbild der Realität. Es zeigt sich, dass die statistische Qualität der Mietspiegel unterschiedlicher kaum sein kann. Während in München aktuelle nicht-parametrische Regressionsmodelle mit räumlichen Effekten zum Einsatz kommen, sind in Berlin und Freiburg durch nicht sachgerechte statistische Auswertung der Daten Fehler aufgetreten, so dass die Mieten letztendlich zu hoch ausgewiesen sind.

Abstract

The article discusses the statistical hurdles in the construction of Mietspiegel, an official instrument in German cities mirroring the local rental market. Mietspiegel have achieved importance in the last years due to the recently introduced law called “rental brake”, which caps rental prices of re-lettings at the level of a local Mietspiegel in declared areas, and due to an upcoming amendment of the current law on Mietspiegel. The article reflects the statistical requirements that a Mietspiegel should fulfil. It gives examples of current Mietspiegel in the cities of Berlin, Hamburg, Freiburg and Munich. The article demonstrates that the statistical quality of Mietspiegel can hardly be more different can. While in Munich ​​up-to-date nonparametric regression models with spatial components are used one finds in the Mietspiegel of Berlin and Freiburg statistical errors due to improper processing of the data, leading to increased rents.
