Wirtschaftsförderung 4.0 – Anforderungen und Lösungsmodell zur Umsetzung von Industrie 4.0

Zusammenfassung

Die „Umsetzungsstrategie Industrie 4.0“ trifft zur Rolle der öffentlichen Verwaltung bei der Umsetzung der Zielsetzungen von Industrie 4.0 keine Aussage. Der vorliegende Beitrag diskutiert Schnittstellen und Interdependenzen zwischen der Industrie und der öffentlichen Verwaltung im Kontext von Industrie 4.0 und im Besonderen Anforderungen an die kommunale Wirtschaftsförderung, die mit der Umsetzung von Industrie 4.0 verbunden sind. Denn als Bindeglied zwischen Industrie, Wirtschaft und Verwaltung kommt der kommunalen Wirtschaftsförderung, als Teil der öffentlichen Verwaltung, bei der Umsetzung von Industrie 4.0 eine besondere Bedeutung zu. Unter dem Rubrum „Wirtschaftsförderung 4.0“ wird auf Basis der Erkenntnisse aus einer Literaturanalyse, Onlinerecherche und eines Expertenworkshops ein Lösungsmodell diskutiert, das auf die Herausforderungen von Industrie 4.0 für die staatliche Ebene besonders fokussiert. Ziel des Beitrages ist es, einen wissenschaftlichen wie praxisorientierten Diskurs über die Bedeutung der wirtschaftsrelevanten Fachverwaltung im Kontext der Zielsetzungen von Industrie 4.0 anzuregen und zu korrespondierenden Forschungs- und Praxisprojekten zu motivieren. Der Beitrag adressiert damit sowohl die noch junge wissenschaftliche Forschung in diesem Bereich als auch die Wirtschaft und Verwaltungspraxis.

Abstract

The “Implementation Strategy of Industry 4.0” does not include the role of public administration in the implementation of the objectives of Industry 4.0. The paper deals with references and interdependencies between industry and public administration in the context of Industry 4.0 and, in particular, with the requirements for local offices of economic development, associated with the implementation of Industry 4.0. Because of the special relationships between industry, business and government, the local offices of economic development are particularly important for the implementation of Industry 4.0 as part of the public administration. Below the rubric of “Economic Development 4.0” the paper discusses findings from a literature review, online research and an expert workshop. It presents a solution model, which particularly focuses on the challenges of Industry 4.0 for the state level. The aim of the paper is to stimulate a scientific and practical discourse on the importance of business-related public administration units in context of the objectives of Industry 4.0 and to motivate corresponding research and practical projects. The paper thereby addresses both, the initial scientific research in this area as well as the economic and administrative practice.
