The informal sector of housing provision, although difficult, has become the principal method of housing provision within the construction sector of most developing countries. As an informal sector, practices are characterized by ambiguous management approaches. This situation leads to delays in the completion of some projects. Five major difficulties characterize and depreciate the informal sector, then generate its main complexity. These include disparity of constructions funds sources, the abstruse of labor cost management due to the self-employment of workers, the irrationality of construction means, the lack of standardization of some materials and the land insecurity. Those factors have an impact in the project risk. Even though we cannot reduce the resultant of this risk to zero, this paper presents a decision support aid (SIAD) for cost control that can help the self-constructor to minimize the project risk in the unregulated construction informal sector.
