A weak state, a weak society, and the GCIO: a policy proposal based on the Colombian experience

Published: 27 October 2014 Publication History

Abstract

Based on the Colombian experience, we propose the creation of an institution, a Consultative Council, that would serve the purpose of establishing a direct and permanent link the GCIO and a wide array of social and political agents. This proposal is pertinent in contexts where both the state and the society are weak and, consequently, the GCIO would fall short of promoting transparency, participation and entrepreneurial dynamism.
