Open Data Initiative to Challenge the Demand Side Problem

ABSTRACT

A great number of legal regulations and policy frameworks have been recently applied in the Russian Federation open government agenda. Being tailored to satisfy the needs of citizens in open, transparent and accountable government, these policies have reached their main goals. One of the main trends of current Russian Federation open government is open data paradigm. Open data has become a term that appears in the most newly designed legal acts. It is also the policy framework, where effectiveness can be calculated. Being originally designed to foster economic development through creating of new apps based on open data, it solved the demand side problem by bridging a gap between the government and the society looking for useful information. The authors reveal the roots of Russian Federation open data policy in this academic discourse-based position paper. Unpredictable results and outcomes are described in accordance with national specifics. Recommendations to other governments are made.
