Universal Digital Literacy: a Means to What End?

ABSTRACT

The ongoing Digital India programme envisions universal digital literacy. This reflexive piece considers the context of this bold declaration to universalize digital literacy. Digital literacy is increasingly seen as an important feature of e-governance. Yet, no tangible evidence exists to support universalizing digital literacy as an essential condition to realize the benefits of e-governance. We report semi-structured interviews conducted with employees of a civil society organization on social challenges of achieving universal digital literacy. The paper concludes with research needs to endorse universal digital literacy as the means to transform India into a knowledge economy.
