ABSTRACT
Cybersecurity is a rapidly growing field, both with respect to its significance for the societies, and in terms of business activities. Consequently, the demand for cybersecurity expertise is huge, posing remarkable challenges for cybersecurity competence and skills development. We analyze the current level of national cybersecurity competence in the light of our recent study carried out in Finland, a small country with strong emphasis on ICT industry. Furthermore, we propose high-level metrics categories for increasing cybersecurity level from national, business and educational perspectives, taking into account the findings of the above-mentioned study.
