A Novel MSER based Method for Detecting Text in License Plates

Abstract

In this paper, we propose a novel method for detecting text in license plate in images. The proposed algorithm is based on MSER for the extraction of text in candidate regions and on dynamic DBscan algorithm for classifying connected region, and the outer tangent of circles intersections for filtering regions with the same orientations. Next, a character classifier based on geometrical and statistical constraints of character is used to eliminate false detections. Experiments showed that our method achieves a better detection than that proposed by [18](for text detection).
