Information System Strategic Planning for Local Government Based on Business Model Canvas: A Case Study at Lebak Regency

Abstract

Nowdays, information technology utilization has become a necessity for local governments in improving public service-oriented governance. The Government of Lebak Regency, Banten Province, Indonesia, has a strategic objective of improving the performance of local government through several general policies. However, until now some problems such as limited facilities, infrastructure and human resources of Information System/information Technology (IS/IT) still hampered the performance of theregency. Several factors have been identified such as lack of integration between applications, IT investments that do not support business goals and lack of IT human resources, that contribute to the problems. This paper aims to explore information systems strategic planning for the government of Lebak regency that aligns with the goals and objectives of the strategic organization. The Business Model Canvass is used as analytical tool. This research resulted in strategic planning of information system consisting of IS strategy, IT strategy and management strategy of IS/IT that aligned with organizational business objectives. These become a guidance in prioritizing IT development, investment and resources in order to improve performance of the Lebak Regency Government.
