[Purpose/Meaning] Under the new media environment, strengthening the emotional management of microblog netizens in public health emergencies has become an important issue. This paper takes the "natural disaster" public health event "H7N9" and the "man-made disaster" public health event "Changsheng Biological Vaccine" as examples to analyze and compare the netizens' emotional evolution characteristics and laws with different public health emergencies, to provide a strategic reference for government and others to respond to public health emergencies. [Method/Process]Expand and perfect DUTIR by PMI method. Crawl public opinion of two events by Python. Do fine-grained emotion calculation based on the dictionary and draw emotion curve, then compare and analyze the characteristics and laws of emotional development. [Results/Conclusions] Through comparative analysis, we can see there are similarities and differences between the characteristics and laws of the emotional evolution of netizens in different public health emergencies. Relevant departments should know their generality and particularity well to effectively control and guide netizens' emotions.
