Enabling anonymous whistleblowing through online reporting mechanisms in Brazil

ABSTRACT

Whistleblowers bring facts of public interest to light, but they do this at significant personal and professional risks. Therefore, creating channels for citizens to report wrongdoings anonymously protects and encourages whistleblowers, increasing accountability and fulfilling The United Nations Sustainable Development Goal 16. The Rio de Janeiro State Prosecutor's Office created an online reporting mechanism called ouvidoria to enable citizens to report facts to prosecutors, anonymously or not. There are risks associated with anonymity, though, such as the lack of accountability towards the whistleblower, who may act on motivations other than the public interest. Nevertheless, by analysing the data generated from the system, it is possible to conclude that most people preferred not to identify themselves. The paper will briefly describe how whistleblowing may enhance the justice system; present the legal framework; explain the ouvidoria system; analyse the data generated from it; lastly, compare the data with the theoretical framework.
