Open Data Portals Development in City Councils. An Empirical Analysis based on Structural Factors in Spain

ABSTRACT

Open data portals (ODP) in government are promoting new insights about differences in public sector organizations regarding the interplay of technology and transparency of data. This paper focuses on the growing reality of ODP deployment at the local level of government, regarding the case of the largest cities in Spain. We analyze structural factors of Spanish municipalities with more than 50,000 inhabitants to explain the development of their ODP (58 cases out of 148 municipalities). Based on existing literature on structural factors, we have defined a set of 28 indicators, grouped into four categories, to seize their level of development, resulting in a synthetic index. From here, we carry out an statistical analysis (a nonparametric difference test – U de Mann-Whitney) of the city councils. This empirical study takes into account a set of structural factors, organized in two contexts: socio-demographic and economic. The results of the study suggest some key findings about differences in the level of evolution in ODP at the local level of government, and different open areas for future research.
