Towards Superior R&D Input-Output Performance of Universities

Abstract

According to statistics, in China, the proportion of R&D expenditures by universities is relatively low, and the comprehensive efficiency of university R&D isn't optimistic. Based on our previous study about influencing factors of university R&D input-output performance, we test the incentive effects of tax incentives on R&D input-output performance of universities in four stages and find tax incentives invalid, thus regarding tax incentives for technological innovation as an important external factor. On the basis of influencing factors, we then derive solutions from three aspects including achieving the optimal production scale, creating the best R&D production capacity under the optimal production scale, and providing entire chain service for intellectual property. This article puts forward some suggestions to solve the problems of lack and lag in the construction of pilot test bases in universities and the transformation difficulty of scientific and technological achievements, and conducts a forward-looking study on university R&D input- output performance improvement.
