Research on Fairness and Efficiency of Health Resource Allocation Based on Computer Solution

Abstract

The aim of this paper is to understand the fairness of health resource allocation in Beijing-Tianjin-Hebei region under the view of "Internet plus" and provide effective suggestions for constructing digital ecological closed loop of health resources in this region. The equity of health resource allocation from 2016 to 2019 is evaluated after building a functional model and applying computer to get the Thiel index solution, and the efficiency of health resource allocation in 2019 is analyzed by DEA. This paper finds that the disparity of health resource allocation in Beijing-Tianjin-Hebei area is gradually narrowing. In 2019, the Theil index of medical institutions is 0.113, 0.037 and-0.087 respectively, that of technicians is 0.199, 0.098,-0.106, and that of institutional beds is 0.164, 0.068 and-0.105 respectively. The allocation of health resources in the three regions is weak DEA effective. The conclusion of this paper is that the equity of health resource allocation in this region is reasonable, and the difference between regions is decreasing. However, the efficiency of health resources exists some differences among these regions.
