Welcome to the 2023 ACM SIGMETRICS Conference on Measurement and Modeling of Computer Systems, held with the ACM Federated Computer Research Conference (FCRC), in Orlando, Florida from June 19, 2023 to June 22, 2023. This is the 8th SIGMETRICS edition held with ACM FCRC.

The conference starts on Monday, June 19, with three tutorials: "Practical Quantum Machine Learning on Current Quantum Computers" by Tirthak Patel, Daniel Silver, and Devesh Tiwari; "A Modern Approach to Product-forms and Reversibility for the Quantitative Analysis of Computer Systems" by Andrea Marin; and "Non-asymptotic Analysis of Reinforcement Learning" by Yeujie Chi, Yuxin Chen, and Yuting Wei. Many thanks to Danilo Ardagna and Carlee Joe-Wong for organizing an outstanding tutorial program. On the same day, five workshops will take place in parallel: the 25th edition of the "MAthematical performance Modeling and Analysis (MAMA)" workshop organized by Mark Squillante, further attesting that we cannot possibly have SIGMETRICS without MAMA (thank you Mark for 25 years of service to our community!); the workshop on "Teaching Performance Analysis of Computer Systems (TeaPACS)" organized by Vittoria de Nitto Persone and Y.C. Tay; the "Causal Inference for Engineers" workshop organized by Alberto Abadie, Anish Agarwal, and Devavrat Shah; the workshop on "Learning-augmented Algorithms: Theory and Applications" by Spyros Angelopoulos, Mohammad Hajiesmaili, Shahin Kamali, Shaolei Ren, and Adam Wierman; and the workshop for "Measurements for Self-driving Networks" by Arpit Gupta, Ramakrishnan Durairajan, and Walter Willinger. Many thanks to Leana Golubchik and Daniel Sadoc Menasche, the workshop chairs, for putting together a wonderful workshop lineup.

The main conference will start on the morning of Tuesday, June 20 with two back-to-back invited talks; first by Laurent Massoulie (the recipient of the 2023 ACM SIGMETRICS Achievement Award), followed by Weina Wang (the recipient of the 2023 ACM SIGMETRICS Rising Star Research Award), celebrating past and future research contributions of our community. Technical program talks will run in two parallel sessions from the afternoon of Tuesday, June 20 till the evening of Thursday, June 22. The three TPC chairs, Konstantin Avrachenkov, Phillipa Gill, and Bhuvan Urgaonkar did some heavy lifting (it is no mean feat to run three TPC meetings within twelve months) and led the program committee in assembling a strong and exciting technical program. Many thanks to the TPC chairs and their program committee for diligently serving our community. On Wednesday, June 21, SIGMERICS will host the Student Research Competition (SRC). The student activity chairs, Sara Alouf, Giulia Fanti, and Y.C. Tay put together two SRC sessions to select the first-place winners in the graduate and undergraduate categories to send them off to the SRC Finals. Many thanks to the student activity chairs for supporting the next generation of SIGMETRICS researchers through SRC and for securing NSF funding for student travel to defray their participation costs.
