ABSTRACT
For over two decades, governments around the world have been evolving from e-Government to Digital Transformation. From piecemeal and uncoordinated projects, governments formulated strategies and developed long-term plans, with an agency designated to lead and guide the effort. In addition, they forged a regulatory framework to stimulate digital government. Ultimately, the vision moved to fostering the implementation of digital technologies and intelligent solutions in all sectors of the economy and society. This paper focuses on Brazil as a case study. Brazil has been a leader in the progress toward digital transformation. From a national broadband plan to e-government services, Brazil advanced to the E-Digital program. No the gov.br platform offers thousands of online services. Brazil has risen in various indices measuring digital transformation, such as the United Nations’ e-Government Development Index. Digital transformation has had a positive impact on Brazil in terms of efficiency, cost savings, and increased citizen participation, among others.
