Environmental Risk Identification and Control Strategy of Extra High Voltage AC Transmission and Substation Project Based on AHP-Fuzzy Comprehensive Evaluation Method

Abstract

Due to the lack of comprehensive quantitative evaluation of ecological and environmental risks of UHV AC transmission and substation projects, this paper constructs the environmental risk evaluation index system of UHV AC transmission and substation projects by taking the environmental risk of UHV AC transmission and substation projects as the target layer, the natural environment, the social environment, and the disaster environment as the criterion layer, as well as the 16 environmental risk evaluation indexes of the climatic zones layer, the topographical conditions, and the geologic conditions as the index layer. Then the weight of each environmental risk evaluation index was determined by AHP hierarchical analysis method, and the ecological environment risk during the construction of UHV AC transmission and substation project, which is the subject of the study, was calculated and graded by fuzzy comprehensive rating method. The calculation results show that the natural environment risk level of the project is Grade III, the social environment risk level is Grade IV, and the disaster environment risk level is Grade III. Based on this result, this paper puts forward control countermeasures and suggestions on the environmental risk of the EHV AC transmission and substation project, which provides a methodological system and theoretical support for the construction of other EHV projects of the power grid in the field of environmental risk control.
