Research on the Construction of Cross-border E-commerce Guangdong-Hong Kong Full-Chain Intelligent Customs Clearance Information System

Abstract

Hong Kong, as a free trade port and the world's largest cargo aviation hub, plays a crucial role in China's cross-border e-commerce international logistics. Connected by land with Guangdong, the facilitation of customs clearance between the two regions will greatly enhance the logistics efficiency of cross-border e-commerce. This article focuses on the research of the full-chain customs clearance process for transportation vehicles and cross-border e-commerce goods in the Guangdong-Hong Kong region. Taking the example of the export of cross-border e-commerce goods transported by Guangdong-Hong Kong vehicles (code 9610), it elaborates on the declaration and inspection norms for manifests, customs declarations, etc., for cross-border e-commerce goods in both Guangdong and Hong Kong sections. By analyzing the functions and system boundaries of the manifest systems in Guangdong and Hong Kong, as well as the international trade single window and the road systems in Hong Kong, it proposes a solution for integrating the customs information systems of Guangdong and Hong Kong. This solution aims to establish a full-chain intelligent customs clearance information system with intelligent classification, intelligent document preparation, intelligent risk control, and intelligent inspection. Leveraging technologies such as OCR and natural language analysis, it aims to realize the "one declaration, two reports, intelligent customs clearance" between Guangdong and Hong Kong.
