ABSTRACT
The proliferation of computer technology has focused attention on the regulation of computer specialists and the liability standards applicable to them for the work they perform.
Horror stories involving computer-related crimes, fraud and invasions of personal privacy, coupled with catastrophies resulting from computer systems that failed to work or functioned improperly, have been used as evidence to support a need for regulatory protection through a state occupational licensing scheme or a mandatory certification program for computer specialists.
